NSCP moving ahead with easier Levy and Registration methods

At  the 2009 Annual General Meeting in April, producers agreed that the Board should continue to develop an easier method for registration and levy collection.  The work is being continued and NSCP board members are expecting progress to be announced within a short period.  Watch this website for additional information.

Current Regulations and Check-Off

The Nova Scotia Cattle Producers (NSCP) was formed by Cabinet approval on September 23rd, 2004. After review by the Justice Department, the accompanying regulations were approved on February 14, 2006. 

The NSCP is designated as a commodity board under the Nova Scotia Natural Products Act and has an approved Marketing Plan. The represents over 1300 Nova Scotia beef and dairy producers, the largest segment in terms of farm numbers in the province.

The NSCP elected its first board of directors in 2005, through an election process of 6 zone meetings and an annual meeting. As well Dairy Farmers of Nova Scotia (DFNS) appoints one member to the board. The board began to conduct the business of the NSCP in April,, 2005.

This process represented a fundamental change for the N.S. beef industry as it transitioned from the Nova Scotia Cattlemens Association (NSCA) to the NSCP as the sole funded body for the beef industry. Funding will be generated through a $2 per head levy applied at sale and remitted to the board.


HOW THE LEVY AND REGISTRATION SYSTEM WORKS

  • All producers who buy or sell must register with the NSCP each yearThere is no registration fee. The registration form will ask for sales and purchases from the past 12 months. BUT, this year, you will only be required to provide your name, address and contact information.NSCP will issue each producer a registration number
  • The SELLER of cattle pays $2 per head.
  • The BUYER collects the levy and remits it to the NSCP by the 15th day of the following month of the sale.The levy is collected by the province in which the sale occurs The levy remittance form is designed to collect sales data such as who the parties are, where and when the sale occurred and how many head were involved.For a limited time, we will make books and single copies of forms available free of charge.
  • The form is also a receipt for the sale and for levy remittanceFinancial information (price, weight, etc) is not carried through to the NSCP copy. The information on the registration and remittance forms should reconcile in the NSCP database.  If not, an audit can be triggered.
  • $1 of the check-off is national check-off but we get it back for use here in N.S.

 

USE OF FUNDS 

Each provincial organization is responsible for promoting the interests of cattle producers in their respective provinces. This includes implementing activities, programs and services necessary to meet these wishes. The funds from cattle producers raises part of the funds required to cover the costs incurred by the provincial organization in carrying out its programs.
